The East River Horizons Team, Inc. is an outgrowth of a grant the community of Wagner received through the Northwest Area Foundation in 2008.  The Horizons project is a community leadership program designed for small, rural towns aimed at reducing poverty.  Horizons has empowered local citizens to make changes so that life may be better for all community members.  The East River Horizons Team incorporated in November of 2010 with the intent of broadening the spectrum of support it offers the community of Wagner and the surrounding area.  It was created to promote and preserve the areas of multi-cultural heritage and to allow the community to meet its fullest potential therein.
